The Regional District of Nanaimo board amended and then gave second and third reading to Solid Waste Development Cost Charge Bylaw No. 1927, 2025, carrying the motion with three directors opposed. The bylaw establishes solid waste and recycling facilities DCCs on new development across the RDN, as presented by staff.

The board also directed staff to draft a related waivers and reduction bylaw, which will set out exemptions or reduced charges. Once adopted, the new DCC rates will become an additional per-unit cost for any project proceeding to building permit in the region.
